This is allowed under RCW 42.56.240(14)(f), which permits agencies to charge a reasonable fee for editing before release but carves out specific exemptions.

The redaction process involves multiple stages: initial review, screen redaction, targeted frame-by-frame detail redaction, audio redaction, multiple quality-check passes, and a secondary review by a different staff member. This is why the fees apply even when the footage itself is short. Understanding the fee structure before submitting a BWV request can save time and avoid delays.
